My heater fan is not working in my renault clio 2002 model. Is this just a fuse needing replaced or worse?

There is still 'some' heat coming out - but only as if the fan was turned to speed 1. When I turn the speed of the fan up to 2, 3 or 4 nothing happens....

The heater resister control unit is u/s.
It's located under the pass side bulkhead and will have a plug fitting from the heater.
You may need to get right up behind the dash or move the carpet to get to it and undo it.
You could take it to local dealer and ask them to check/replace your heater blower speed resister.

Usually failures of this type are due to fuses, switches, or relays. The actual fan motor is pretty resilient, but that doesn't mean it can't go south on you either.
I would check the fuse panel for any fuses that are related to the ventilation system. There's probably one for the heater fan, maybe another for the heater "control", you get the idea. Some cars have a resistor mounted directly on the output vent of the motor assembly that regulates the fan speed. Usually if the resister dies the fan is either off altogether or on high (no resistance). I'd check it anyway, just to make sure.
If you can get at the fan motor wire assembly the easiest way to determine if the motor itself is shot is to bypass all the controls and put 12 volts directly to the motor. You can go directly off of the car battery. If the motor spins it's OK and the problem is somewhere in the control system. If the motor does nothing it's obviously shot.

A small amount of heat will pass through w/out fanmotor running.
fan mortors sieze up when not used frequently enough and can at times be lubed to get turning again. Even drilling a small lube hole in the case at shaft end will allow them to rotate again.[20-30 wt oil] Some fan motors on different vehicles are hard to approach--even fuse at times. gl.

It's not the fuse dude, if the fan works at any 1 setting. It sounds like the heater control

first reput the electric fuse and make sure that it has an electric current
if not , yo will be need to check the heat sensor wich order the fan to work
