They usually come with a portable jack and other neccessary tool for chaniging tires. (Look under the seats/in trunk, etc.)Read manual for any additional info.

If your car carries a spare tire, you probably have a jack that can be used to change a flat tire (not to be used to do regular maintainance work). Check your owner's manual (if you have one), but the jack should be located somewhere around the spare tire.

Cars do come with neccessary tools to change your spare tire - jack etc...

If you bought an used car, it's a different story. You'd have to check before you buy the car. If it's a new car, it should and must have one. (If it has a spare tire)
