Yeah, could be a blocked filter, but i would say more likely fuel pump. Remove the fuel supply line that runs from the fuel pump to the carby, and aim it into a bucket or a jar and get sombody to start the engine. If the fuel pump is operational, you should get a good supply of fuel in your container. If not, the most likley cause is faulty fuel pump.Is it a mechanical or electric pump? If it is electric check fuses aswell. Now, if you get a good supply of fuel in your container, and your filter is not blocked, you could be looking at an internal carby issue such as a blocked or stuck needle & seat or jets. If is a Ford, on some models they had a Safety Cut Off Switch. It supposed to be activated on impact to prevent pumping of fuel on a wreck if the electrical system still on. Check the Owner's Manual for the location. Maybe is not related to an impact, but see if is popped and reset it. Or just Google the problem.

change the fuel filter and also the one in the tank called a sock filter if that don't work blow air in the fuel line it could be blocked

get out the propane torch,stick the end in the air intake and turn on DO NOT LITE, while some one else tries turns the key, the truck will run on the propane will the systems bleeds out the air

there is air in your fuel lines, this usually happen when you run out of fuel while running,, all you need to do is to bleed the lines and purge the air,, make sure that you got enough fuel in your tank,,much better if you fill it full so that it would be easier to bleed the air..
you can also do this one,, take out the fuel filter and fill with fuel and install back,,much better to replace if you have one,, this way it would be quicker to purge the air.

is it petrol or diesel ? if its diesel you will need to bleed the fuel system to get the diesel up to the fuel pump

You may need to pour just a little fuel into the carburetor to start the flow depending on the carburetor. It won't be the fuel pump in this case but the actual flow THROUGH the carburetor. Try it

what year is it? does it have fuel injection ?

if your truck has a carburetor, then you need to take the air filter off and pour some in the carburetor . if it's fuel injected, turn your key on but don't crank the engine over. wait about 5 seconds then try. give the fuel pump time to build up pressure.

Now is the time to change your fuel filter because you likely pumped all the water and crud off the bottom of the tank up into the fuel filter and clogged it up. Then, spray some "quick start" starting fluid (any auto store has it) into the throttle plate area or air filter duct leading to the intake manifold to help get it started. It's possible the fuel pump was damaged because the only way a fuel pump is kept cool while it's running is because of the gas in the tank. That's why we should never let our tanks go empty. Use the fuel pressure gauge below attached to your fuel injection rail schrader valve to make sure the fuel pump is producing at least 40 psi fuel pressure.
