car wont run oil light on has oil , but also has oil in spark plugs is that why it won turn on

Bad to have oil on the plugs. Put new in new plugs & try again.

Oil-soaked plugs won't fire,if they manage to get off a spark, you can bet it'll smoke pretty good. You need to have a qualified mechanic to analyze it. It could be rings... valve stem seals... you didn't provide info on the the engine, so it could be a lot of things. Have it checked out.

It's kinda unlikely that there's enough oil in the spark plug tubes (I assume that's what you're talking about) to cause the engine to not start at all
