Hi i have an ELM OBDII scan tool using PCMSCAN and i am trying to plug it into my rover 220d 1998 and also a vauxhall astra 1998 both have the 16 pin connector and both plug into it but i can not get it to connect with the vehicle it comes up with error 104 something about the protocol and im guessing neither vehicle is OBDII compliant..? information please, thanks in advance :) (UK not US!)

OBDll was actually only fully implemented in the UK from 2001 for petrol engines and from 2004 for diesels. While yours may have already been capable, I cannot tell you - perhaps someone will.

Correct OBDII came in as a standard way after those were made.

Don't know about the Rover but it should be possible to get the blink codes from the ECU of the Astra. The method involves shorting the right two pins out in the 16 pin socket and then the codes get blinked out by the ECU light on the dash. A google search will find these somewhere and you usually need to know which Fuel Injection/management system it has on it.

OBD2 was only fully implemented in the UK from 2000. That doesn't mean it won't work, just unlikely.

Do not short any OBD-II connector's terminal. Use generic code reader

no not really. my car is a 1988 and i can use a scan tool on it.
