so I was told that 3.8 liters is the best engine you can get. is this true? And are 2.4 liters bad?

4.3 liter v6 its basically a 350 with two cylinders chopped off and you can put a supercharger on them and they are putting out 800hp

The displacement (the "3.8 litres" you mention) is just a measurement of the internal capacity of the engine. Even though two engines have the same displacement, they could be radically different.
Generally, it goes like this:
• The more displacement, the more power (well, torque)
• The more valves per cylinder (e.g. DOHC) the better the engine performs at higher-rpm
• The higher an engine is designed to rev, the more horsepower it makes
It's probably not true that the 3.8 litre engine you talk about is the best; though, if it's from the same car company that makes the 2.4, the 3.8 is probably better. There are some 2.4 litre engines that are better than a 3.8.

Best for what?
There are many 3.8 liter engines out there, for example, over the years GM has had at least four entirely different V6 engines displacing 3.8 liters, and at least a couple in line six cylinder engines also of 3.8 liters.
GM's 2.4 is not bad, Toyota's might be better.
Your question is in the same vain as "are green beans the best vegetable?......are peas bad?"

Im guessing your talking about gm's?? Well the 3.8 (3800's) are great motors considering gm even supercharged some of them, in which they didnt do with a 2.4.
