Have a 2012 hyundai accent. And on a smooth freeway the car runs perfect. But on more rougher roads I notice that the car wiggles left and right slightly and only sometimes. My steering wheel does not move. It will just jolt and return to the spot it was at. The jolt is not really a big deal but sometimes going 65 mph on a highway turn and it jolts I don't feel safe. And I worry when rainy season is about to get here. My best guess is I need new shocks? Maybe they're worn out. Car has 40,000 miles and I highly doubt the dealer ever changed them.

That's not very many miles for shocks, but maybe they are defective. General rule of thumb is the car shouldn't bounce more than 2 times. So, if you think its the front ones, kind of lean/sit on the edge of the hood and try to bounce the car. If its very easy or it bounces more than twice before stopping, then yeah the shocks. Low tire pressure will do what you're saying too. A few pounds low on pressure should be that noticeable, but if one of your tires is half flat, then you're going to noticed that side to side motion, because the tires are very flexible with low pressure.

if the tie rod ends, control arm bushings, etc are good which I would think they are at 40K miles, it's more than likely the struts. when struts go bad, they will exhibit many different problems. pulling to the left or right under acceleration, unstable in turns, handling issues. if the spring on a strut is faulty, that affects ride height and straight ahead steering. the strut/shock is a single unit. there's a good chance there's struts on the rear also.
