The part with rust on it? Is that a hub cap? I know nothing about cars sorry.. but is there anything I can do to remove the rust? How much would it cost to replace four of them?

The part in question is called the rotor, more specifically the 'hat' of the rotor. Most all brands of rotors rust like that unless when you purchase new ones and have them painted to avoid it. There is one brand that I have seen come pre-painted and they are 'Centric' brand rotors. They tend to be slightly more expensive than a standard rotor though, but are better quality. There really is no concern other than cosmetic looks. Expect to pay 60-100 per rotor and what ever labor is to replace them (depending on car and shop you take it to). You can try and clean them up and paint them yourself but make sure the paint you get is a high heat rated paint. Also don't paint the shiny part :) that's where the brakes brake on.

It isn't a part of your "tire". Tires are black and made of rubber. What you are looking at is the brake rotor. Why would you want to replace it? There is nothing wrong with it and since the replacements will also be un-painted cast iron they will rust at the first sign of rain in exactly the same way.
Who the hell cars if it is ugly anyway? Its a car. It gets you from A to B. That is all it needs to do. Stop staring at it, problem solved.

It's the brake disc. You don't need to worry about rust. The brake pads will keep the important part of the disc clean all by themselves..

i don't have faith there's a popularity for that form. it incredibly is basically an angled decrease, with straightened hair. it is not layered or something. basically deliver the photograph into the hair textile cabinet and notice what they'd do.

That's the brake disc. They rust. There isn't much you can do to prevent it.

Rotor. You could use a wire brush to get most of the rust off and then use some rustoleum paint and paint it.

The wheel hub. You could wire brush it and use some high temp paint on it. Black BBQ paint would be good.

that's the rim. you can try some chrome polish or naval jelly to clean them.
