The springs control body movement as the car traves over bumps in the road, the stiffer springs the firmer ride(performance), the softer springs, less harsh ride (comfort). however a car supported solely on springs would bounce uncontrollabley. so Dampers (shocks) are there to control the springs movement, also dampers are one of the key compnents to the oversteer/understeer balance of the vehicle.

springs allow for the vehicles tires move independently from the body and dampers allow for smooth transitions. for example ever see a civic bounce up and down the road? that's because the dampers are not doing there job

To smooth out the ride for safety and comfort . They keep the tires in contact with the road and keep the body from bouncing up and down .
