Take it from someone that's been in your EXACT situation.
Your headlight motors are shot. They use an electric motor to move the headlight up/down inside the cars body. After 25 years of exposure to the elements, they go out and have to be replaced.
Had this happen on my '84 Fiero shortly after I got it. I called around to get an estimate for the new part and found out that it's only available through the Pontiac dealer (this was about 15 years ago).
So I looked up some info and found out that you can manually move the headlights up. They will always be up, but at least you can drive at night.
Open your hood. Next to the headlight door; inside the compartment , there should be a star shaped thingy (about 2 or 3 inches across) that you can turn (some effort is required). When you turn this "knob" you can see your headlight door slowly open up. I also disconnected the electrical connector to the motor so that there was no chance that it would go down. The knob on the passenger side is easy to find, it's buried underneath some stuff on the drivers side and may require disassembly.

Its probably the headlight motor. It doesn't take much for it to take it down because the weight of the headlight helps it. Simply check for power and ground with a test light coming into the headlight motor when commanded on. If you have both you need a new headlight motor. P.S. Fiero's are known to blow headlight motors!

Each headlight motor has its own relay. These relays fail. I would say that both relays are going bad.

faulty wires to the motors the move them up, a loose connection, or the switch is going bad
